This document proposes an analytical framework for a phase of the Overseas Development Institute’s programme of research on discriminatory social norms affecting adolescent goals. Although merely a framework, it provides an understanding of what gender norms are, how they are experienced, the social psychological processes by which they change, and an analysis of the broader forces that create the conditions in which gender norms are either entrenched or changed in a more gender-egalitarian perspective.
