Save the Children is overseeing two projects that contribute towards similar objectives related to family-based care: the EU-funded Responsive and Effective Child Welfare Systems Transformation (REACT) and the USAID-funded Family Care First (FCF). The overall objective of FCF|REACT is that: Girls and boys separated from their family, or at risk of separation, are protected by legislative and regulatory frameworks, quality services and a safe, nurturing family within a community environment.

FCF|REACT aims to both reintegrate children into family-based care, prevent family separation and establish gatekeeping to ensure the number of children in residential care safely decreases. Boys and girls in the MoSVY five target provinces, Phnom Penh, Siem Reap, Battambang, Kandal and Preah Sihanouk, who have been or are at risk of being separated from their families will be provided with high quality services based on their individual needs and best interests.
