Failing Syria: Assessing the impact of UN Security Council Resolutions in protecting and assisting civilians in Syria

Compiled by 21 aid organisations, this publication presents a condemning report of UNSC Resolutions – and the international community – in providing aid to the ongoing humanitarian crisis in Syria. Despite the adoption of Presidential Statement 2013/15, Resolutions 2139 and 2165, the protection situation in Syria has worsened, while neighboring countries struggle to handle the growing burden of refugees.

This publication recounts how the UN Security Council Resolutions have failed in protecting and assisting civilians in Syria. Detailed recommendations are provided for each action point on how parties to the conflict, the UNSC, governments with influence, neighboring countries, UN implementing agencies, and NGO’s can implement long-lasting changes that will ensure protection for civilians.
