Save the Children Nepal – the Principal Recipient of the Multi-Country South Asia (MSA) Global Fund HIV Program – commissioned research in Pakistan to assess progress made by six MSA sub-recipients (SRs) implementing the program between 2012 and 2016. The overall goal of the MSA program was to reduce the negative impact of HIV on men who have sex with men (MSM) and transgender populations (TG) by improving the provision of comprehensive HIV prevention, care and support services. This assessment evaluated the progress made by the SRs implementing the MSA grant to a) determine whether the services are managed following international standards while fulfilling local demand, and b) extrapolate important lessons learned in terms of the modalities of the service delivery and the management and institutional arrangements employed by the MSA SRs.
