The immense Rohingya refugee flow into Cox Bazar, Bangladesh, following widespread destruction and violence in Myanmar, has brought with it an array of complex needs. As part of the immediate emergency response, humanitarian actors have provided learning facilities to accommodate the many fleeing children; however, in the long-term response, actors must consider the variety of learning needs appropriate for children and youth.

To ensure that involved organizations have the capacity to offer more complex educational programmes, a self-assessment was administered. The assessment evaluated organization’s vision and strategy, their staff and management, human resources, their collaborative ability and their means of avoiding negative effects. The results accentuate important issues in the governance of educational actors.
