COVID-19 Inclusive Programming: Ensuring assistance and protection addresses the needs of marginalized and at-risk people

In emergencies, already marginalized people often become even more vulnerable. The outbreak of COVID-19 is no different. It will have disproportionate effects on marginalized people, including women, children, and adolescents. This must be remembered in responses that strive to identify and meet the needs of everyone. 

This paper brings together guidance and messages from a range of International Committee of the Red Cross operations and aims to support responses to COVID-19.
