Independent national human rights institutions are important mechanisms to promote and hold governments’ accountable to fulfill children’s rights. To this end specialist human rights institutions for children, ombudspersons or commissioners for children’s rights, have been established in a growing number of countries. Where resources are limited some countries have opted to establish a broad based human rights commission that includes a specific focus on children’s rights.

In Zambia a Human Rights Commission was established in 1996, but with a limited focus on children’s rights. Save the Children has worked with the Human Rights Commission to strengthen its capacity to promote and monitor children’s rights.
