Building Systemic Resilience in School Systems: The way forward

The sudden transition to online learning due to the COVID-19 outbreak has worsened pre-existing inequalities among students. In this policy paper, the Asian Development Bank and the HEAD Foundation recommend blended learning with resource boosting to bridge the digital divide that students experience. The recommendations in this paper are drawn from a workshop with policymakers, teachers, and school leaders.
