In many countries across the world, local organizations are the first responders to humanitarian crises. These actors do not only provide crucial cultural and historical knowledge to responses, but also access to local networks and affected communities. Furthermore, local actors often remain when international organizations withdraw. Ultimately, partnerships between international and local actors can make protection efforts more effective and sustainable. 

In 2017, The Global Protection Cluster initiated a localization initiative in seven countries. This learning paper is the final product of this initiative, describing key trends and lessons, good practices and recommendations. It also presents approaches and tools useful for advancing the localization agenda.
