Localization is a product of a wide range of changes, and particularly those related to the type of organizations that are leading or delivering humanitarian assistance in emergencies. It also includes the ways in which these organizations work and the environment in which humanitarian action takes place. However, the debate on localization is characterized by diverging perspectives.
This report describes the core processes of localization and how it has an impact on humanitarian action, aiming to assist international non-governmental organizations to unpack localization in a constructive manner.
