UNHCR Guidelines on Localization: Engaging and Partnering with Local and National Actors (2023)

The purpose of these Guidelines is to establish a standard approach to operationalise UNHCR’s commitments to localisation, including applying the principle of ‘as local as possible, as international as necessary’. That means prioritising local actors’ leadership and capacity in crises, while recognising the vital role international organisations play, especially in complex or armed conflict situations. The Guidelines provide UNHCR colleagues with the principles, practical steps, and promising practices on how to pursue equitable and meaningful collaboration and partnerships with local and national actors.
