This policy brief aims at providing guidance on key issues of the role of the state in disaster response. It states that too often, humanitarian actors have neglected the role of the state, invoking their neutrality principle, and disengaged from states structures. On the other hand, states should always try to protect and assist their citizens when a disaster strikes, for humane but also economical reasons.
