The loss of national staff to international organisations in crisis-affect countries is a continued struggle for many local and national non-governmental organisations (NGOs).
The 2016 study Time to Move On: National perspectives on transforming surge capacity analyzes national NGOs experiences of surge recruitment by international non-governmental organisations (INGOs). This paper was developed as a complement to the 2016 study with additional recommendations for the human resources (HR) community.
It outlines opportunities and practical ways in which HR practitioners in national NGOs, INGOs, and UN agencies have to influence both the timing of staff turnover and the ethics of surge recruitment.
