2016 saw the launch of the New York Declaration, where all UN member states committed to ‘ensure all children are receiving education within a few months of arrival, and we will prioritise budgetary provision to facilitate this, including support for host countries as required’. A supporting Programme of Action has been produced, to set out tangible activities to deliver on these commitments. While the first draft of the Programme of Action provides a useful starting point, it should be more ambitious and more practical.
This joint agency briefing sets out clear recommendations, and strongly urges states to seize this unique opportunity to agree a Programme of Action that will deliver specific results on education for refugees.
