Technical Note: COVID-19 and children deprived of their liberty

Evidence from previous infectious disease outbreaks shows that child protection risks are likely to emerge from the direct effects of COVID-19, but also from preventative measures trying to control its spread. Moreover, pre-existing child protection risks are likely to be exacerbated. Some groups are more vulnerable in these circumstances, including children deprived of their liberty. These children often have compromised psychosocial, physical and mental health issues and live in crowded or unhygienic conditions. In response to the COVID-19 pandemic, authorities must ensure that the rights of children who are deprived of their liberty are fully respected, protected and fulfilled.  

This note aims to provide detaining authorities with key information and steps to respond to child protection concerns during the COVID-19 pandemic.
