This report examines the question of public sector investment on children from the fiscal policy perspective, i.e. research on the taxation system in Pakistan from a child rights perspective.
It is a well-known fact that the social indicators in Pakistan are very low and its position in Human Development Index (HDI) ranking is lower than several other countries in South Asia and Africa with comparable or even with lower per capita incomes. This lower than expected position of Pakistan in terms of social sector performance needs to be analyzed in detail to plan future strategy for enhanced expenditures on this sector.
The report recommends that additional allocations be made to the sectors of health, education, and social welfare so that the children of Pakistan have access to these essential public goods.
