Talking Localisation Issue No. 9 (April 2026)

In this edition we explore the impact of the funding cuts on the localisation and local leadership agenda and the role OCHA Country-based Pooled Funds play to promote, as well as hamper it. As global aid cuts deepen, the five selected articles ask whether the current crisis will finally transform humanitarian power structures or reinforce them. Ground Truth Solutions shows that shrinking international assistance is exposing the fragility of the international humanitarian system, while communities increasingly rely on local networks and grassroots resilience.
