This document evaluates Sweden’s implementation of the Grand Bargain Localisation Agenda, which aims to enhance the role of local and national actors (LNAs) in humanitarian action. It examines Sweden’s strategies, funding, partnerships, capacity-strengthening, leadership, and knowledge generation in relation to localisation. The report identifies areas where Sweden has made progress, such as policy development and support for LNA decision-making, but also highlights challenges, including direct funding to LNAs and the need for clearer guidance and expectations from Swedish agencies. Recommendations are provided to improve Sweden’s localisation efforts, emphasizing the importance of prioritizing localisation, balancing flexibility with assertiveness, adapting risk management, and investing in sustainable partnerships and capacity-building for LNAs.
