SUBUL Endline Evaluation Report (Lebanon 2026)

This endline evaluation assesses the SUBUL project implemented in Lebanon between 2024 and 2026 by Save the Children and partners to strengthen the resilience and self-reliance of vulnerable households through integrated nutrition, livelihoods, and community support interventions. The evaluation found that the project improved food and nutrition practices, livelihood opportunities, business performance, household well-being, and psychosocial confidence, with the livelihoods component showing the strongest and most sustainable results. However, gains were often fragile due to Lebanon’s ongoing economic and social crises, and many households achieved partial stabilization rather than long-term self-reliance. The report concludes that integrated “cash-plus” approaches are effective when combined with counselling, training, and follow-up support, and recommends stronger sequencing, inclusion, accountability, market linkages, and sustainability planning in future programming.
