In May 2017, Plan International conducted a Reflection and Learning Workshop to take stock of its SIDA-funded projects from 2015-2017 in the prefecture of Mambere-Kadei in the Central African Republic. This workshop, which replaced an end-term evaluation, sought to answer four key questions related to community-based child protection mechanisms and integrated CPiE-EiE programming.

The results of the workshop found that RECOPES carried out their role and responsibility to a large extent, achieving positive gains such as increased awareness raising among parents and caregivers on child protection and children’s rights, referral of cases of child abuse to local service providers, and strong relationships with local authorities and leaders. Youth clubs, however, were largely inactive and many youths were unclear about their role and responsibility in the community. Youth clubs were unlinked to other actors, including the RECOPE.

The main factors causing the difference in performance include the length of time and frequency in which Plan CAR worked with RECOPES versus youth clubs and the extent to which CBCPMs understood the objectives of the project.
