Shifting from Global to Domestically Owned Health Finance: Case studies of USAID and PEPFAR in Uganda

The report analyses how USAID and PEPFAR funding has shifted from US partners to local stakeholders in Uganda, with the specific objectives to: a) Identify factors that facilitate the shifting of development finance from international to local stakeholders, including domestic government and civil society, and b) Examine the major barriers to shifting financial sustainability to local actors.
