Save the Children’s presentation at the All Children Reading Workshop, Kigali, Rwanda, in March 2012. It reviews the major issues and overall challenges to learning to read, including the necessary reading skills, active learning methodologies, mother tongue education, learning inside and outside the schools, and the need for reading materials and reading practice.
