This research field-tested the rubrics-based evaluation methodology and produced a baseline for the Sponsorship Program of Save the Children Philippines. From 2023, the Program shifted its programming focus on girls aged 10 to 17 years old following the new Theory of Change using a Guiderail Approach of the Global Sponsorship in 2022. Consequently, the shift to social transformation for this demographic presents challenges in measuring its immediate and overtime impacts. Some of the most vital challenges the Program seeks to change also happens to be the most difficult to measure. These issues include inequality and discrimination, gender equity and inclusion, community empowerment for change, caring and nurturing family environments, and economic empowerment. Consequently, the Program has developed a rubric that aims to measure changes in these issues without reducing its complexity.
