This paper by Gina Bergh and Jonathan Couturier, from the Overseas Development Institute (ODI), offers a rough guide to emerging consensus and divergence in post-2015 goal areas, based on an analysis of where key proposals so far come together and where they diverge in their approaches to goals and targets. While there is already strong consensus on the importance of goals in many existing Millennium Development Goal (MDG) areas, there is less common ground around some new and more challenging potential goal areas – in spite of a great deal of interest in including them in some way. Technical work on how these might be included at the goal or target level could clarify options and break ground on the politics.
The findings of this study are presented as a summary report and corresponding annexes containing analysis of each potential goal area.
