The year 2012 saw the creation of a new rebel group, the M23, which took control of some areas in North Kivu. The Mayi Mayi rebel group in particular the Kata-Katanga has resumed its activities in Katanga province (near South Kivu). In addition, there is ongoing fighting between the armed forces and various national (FRPI, various Mayi Mayi groups) and international (FDLR, LRA, FNL) armed groups. There has also been a resurgence of self-defense militias as a community protection mechanism. These groups are themselves becoming responsible for abuses.
In sum, this complex situation has led to several incidents of protection against the civilian population, trapped in the constant fighting, particularly in the eastern part of the DRC. These abuses are committed both by armed groups and by elements of the Congolese state security services (FARDC and PNC; Agence Nationale des Renseignements/ ANR).
The purpose of this document review is to provide data on the main child protection concerns in this humanitarian and security crisis that has lasted for over a decade.
