To better inform humanitarian action that is as local as possible and as international as necessary, Humanitarian Policy Group launched a research project on capacity and complementarity in 2017. The goal of this project was to gain understanding on how capacity can be applied to support more complementary and collaborative humanitarian responses. In addition to this, it also aimed to identify opportunities and obstacles to harnessing the capacity of and forging more effective complementarity of local, regional and international actors working with humanitarian responses.

This report draws on work published during the project, aiming to inform a more local humanitarian action.
