This report analyses whether government funds intended to benefit children and youth in Peru are being used effectively. It goes further to highlight the need to create a piece of legislation for a systematic monitoring and evaluation of child focused social protection programmes.The point of this monitoring system is to prevent that public spending destined for the most marginalized boys and girls be used for other purposes. The legislation, among many other things, would allow for an improved transparency and tracking of expenditure information on children services; reduce the information asymmetry on intended beneficiaries; and track compliance of the State’s commitment to the poor and extremely poor population in Peru.
