This alternative report, presented by the Coalition to Stop Child Detention through Restorative Justice (Philippines), aims to point out and clarify the core issues besetting children accused of violating the law (CAVL). It discusses the various types and categories of CAVL as well as the procedures and processes children go through upon contact with and subjection to the criminal justice system. It also draws attention to the urgency of immediately and unconditionally eradicating the institutionalised crime of incarcerating children with adult crime suspects, by means of direct and concrete action from the Government.
