Humanitarian action cannot prevent violent conflict, nor can it end humanitarian need in the absence of political solutions to conflicts. Humanitarian assistance can have both positive and problematic impacts on conflict dynamics. Awareness of contexts is therefore at the heart of humanitarian action that aims to do no harm.
