Patronage or Partnership: Local capacity building in humanitarian crises

Although the need to build local capacities in emergency and post emergency situations has been emphasised, many relief programs remain characterized by externality. The process of strengthening local capacity is many times easier said than done. This book examines dilemmas from various local perspectives drawing from case studies in six countries: Bosnia, Guatemala, Haiti, Mozambique, Sierra Leone, and Sri Lanka.
