Partnership for Learning for All in Nigeria (PLANE) Gender and Disability Analysis Report (2025)

In June 2025, Save the Children conducted a GESI analysis under PLANE Window 3 in Jigawa and Kano to identify exclusion drivers and inform Year 3 programming and transition to ABEP. The study used 102 focus group discussions and 16 key informant interviews across five LGAs, guided by an intersectional lens and strong ethical standards.

Findings show that social norms, poverty and structural barriers limit education access. Girls face heavy workloads, early marriage and reduced decision-making power. Children with disabilities experience stigma, inaccessible environments and lack of support, with girls facing the highest exclusion. Protection risks remain high, with underreported violence, weak reporting systems and limited access to SRHR services.

Some progress is evident. Communities show growing support for girls’ education, shared household roles and inclusion of persons with disabilities, with religious leaders playing a key role in shifting norms. PLANE has contributed through community learning, social and behaviour change and protection systems, supporting re-enrolment and raising awareness.

Next steps focus on combining norm change with practical access solutions. Priorities include flexible learning, safe and inclusive environments, stronger protection systems, improved SRHR access and institutionalizing disability inclusion through policy, planning and community feedback.
