It highlights the importance of effective and meaningful participation of children and women, who can provide alternative points of view, complementary ideas, and often different solutions, which respond more fully to the needs of an entire community, rather than only the needs of those with the loudest voice. Participation means enabling people to influence and share control of initiatives, decisions and resources that affect their lives. True meaningful participation ensures that inputs from all members of the community, including children and women, are represented.
