IASC Operational Guidance for Coordinated Needs Assessments in Humanitarian Emergencies. The goal of the Operational Guidance document is to support those deciding on, preparing for, and implementing coordinated and joint assessments in emergencies. It seeks to help establish a common understanding of how to plan and coordinate assessments, how to undertake inter-sectoral analysis to support decision-making, and how to consolidate inter- and intra-cluster assessments in different phases of an emergency.This Guidance was developed by the IASC Needs Assessment Task Force to provide guidance for those leading, implementing or participating in coordinated assessments. The Guidance defines coordinated assessments, outlines key actions required to undertake them, and sets out the roles and responsibilities within the humanitarian community with regard to assessment coordination.
