This report assesses Norway’s fair share of global climate action required to meet the Paris Agreement goal of limiting global warming to 1.5°C. Using the Climate Equity Reference Framework, the analysis evaluates Norway’s responsibility based on historical emissions, economic capacity, and principles of equitable burden-sharing. The findings show that Norway’s current climate ambitions and financing commitments fall significantly short of its fair share, despite the country’s high income and historical contribution to global emissions. The report argues that Norway must combine ambitious domestic emissions reductions with substantially increased international climate finance for mitigation, adaptation, and loss and damage in lower-income countries. It estimates that Norway should contribute approximately NOK 100 billion annually toward global climate efforts by 2035 to align with a fair and effective global response to the climate crisis.
