Midterm Evaluation Report of the Accelerating Basic Education and Livelihood Opportunities for Children and Youth in North-Western Nigeria Project

This midterm evaluation assessed the progress of the Accelerating Basic Education and Livelihood Opportunities for Children and Youth in North-Western Nigeria Project across Kano, Jigawa, and Sokoto States. Using a mixed-methods approach, the study examined achievements in education, youth livelihoods, and peacebuilding.

Findings show significant improvements in educational access and learning outcomes, with 21,034 out-of-school children enrolled in the Accelerated Basic Education Programme (ABEP). Literacy levels improved substantially, with the proportion of learners unable to read declining from 61% at baseline to about 10% at midline, while learner retention remained exceptionally high. Community peacebuilding initiatives also yielded positive results, with increased knowledge and support for peaceful coexistence, inclusion, and girls’ empowerment.

While youth livelihood interventions improved skills, confidence, and financial practices, employment and income outcomes remain limited because many participants are still undergoing training. The evaluation recommends strengthening learner transition pathways, accelerating livelihood outcomes, increasing disability inclusion, and enhancing accountability mechanisms to maximize impact during the remaining project period.
