Measuring Social Change: Rubrics-Based Evaluation Method for the Power-Up Girls Program (Philippines, 2023)

The Rubrics-Based Evaluation for the Power-Up Girls (PUG) Program by Save the Children Philippines measures social change in how families and communities support girls’ rights and participation. Conducted across 28 barangays in the National Capital Region and Mindanao, the study reveals that most communities remain at early stages of transformation, with limited awareness of gender equality and girls’ empowerment. Persistent gender-based roles, silence around adolescent pregnancy, and harmful disciplinary practices continue to affect girls’ safety and opportunities. The findings emphasize the need for stronger gender-transformative programming, positive parenting, and inclusive decision-making spaces. To accelerate change, the study calls for promoting open communication within families, engaging men and boys in gender equality, and supporting young mothers through education, livelihood, and psychosocial programs; ensuring that girls are protected, heard, and empowered.
