In 2018 and 2019, PIANGO and Humanitarian Advisory Group collaborated to design and undertake a localization process in four Pacific countries: Vanuatu, Tonga, Fiji and the Solomon Islands. Pacific actors began by discussing and prioritizing areas of measurement, articulating a set of ‘localization journeys’ with defined outcomes. These informed the research design and production of four baselines for measuring progress. 

This document shares the overarching approach and a framework and tools for the measurement of localization. It also discusses how these can be used and adapted across the wider humanitarian sector.
