The children…. first? How much is invested in children and adolescents in Peru? (Volume II), shows that despite the country being in a phase of positive economic growth, fewer resources were being spent on child focused policies during 2001-2003. The main indicators reveal that the efforts oriented towards the improvement of the quality of life of Peruvian children and the level of fulfillment of the rights of the child have not been sufficient. The document also brings to light the level of insecurity, exclusion and degradation of certain groups, such as the boys and girls who live on the streets, children with disabilities, children in contact with the law, children who have contracted HIV, and others. It also highlights the need to coordinate public policies and to define strategies and mechanisms to help address vulnerability, social exclusion and poverty, especially in regards to vulnerable children and young people who have fewer resources to protect themselves.
