This research focuses on capacity strengthening for local and national actors to take on leadership and management of humanitarian response. Local and national actors face several challenges such as that humanitarian coordination prioritizes United Nations agencies and international Non-Governmental Organizations and sideline local actors and the asymmetrical power relationship between local actors and international agencies. This study focuses on the challenges local and national actors are facing in South Sudan.
