The need for localization has been widely endorsed by humanitarian actors, yet the reasons why are not always articulated. There are also a number of different interpretations of what localization of humanitarian action should entail.
This briefing paper aims to improve the understanding of localization by exploring its evolution, challenge and future trends. It also explores the impacts of these trends in terms of strengthening the effectiveness of humanitarian action.
