The first World Humanitarian Summit in 2016 outlined the Grand Bargain Commitments to localization of humanitarian action, which have transformative potential for the humanitarian sector. However, there is currently no system in place that can be used for action planning and assessing progress made towards meeting these commitments.
The purpose of this Localisation Performance Measurement Framework (LPMF) is to track progress made towards reaching localization commitments. It is focused on local and national actors, but it can also be relevant to international non-governmental organizations, donors and research and academic institutions that are studying or evaluating localization.
