The discourse on localisation in the aid sector has a very long history; it comes in and out of vogue therefore frustrating efforts to really move the dial on aspects of the aid architecture that it seeks to change. For this bulletin we will be going back in history only twenty years, to understand (some not all) key moments where localisation has gained prominence in the discourse. This bulletin will also highlight the state of the localisation effort in Kenya, particularly as pertains International NGOs (INGOs) and National NGOs (NGOs).
