The Save the Children Philippines Country Office (PhCo) has been supporting basic education for the past 20 years in the Philippines. In response to situational analysis findings in 2002 that pointed to rising numbers of pupils struggling with reading, PhCo started to support reading remediation and literacy development programs as part of its basic education interventions.This report explores the validity of an early grades reading assessment in English and Filipino, and examines baseline reading abilities across 2 different regions in the Philippines. While this is a baseline, no Literacy Boost activities were implemented following the completion of the study.
