This report presents findings from the 2024 Light-KAP follow-up study assessing early outcomes of Save the Children Philippines’ Power-Up Girls (PUG) Program, a seven-year initiative (2023–2029) promoting safe, equitable environments to prevent adolescent pregnancy, child marriage, and gender-based violence. The study revisited adolescent girls and boys, caregivers, and community groups across five sites to measure changes from the 2023 baseline.
At the family level (PaMILyah), knowledge improved, especially among girls, though gaps persisted on sensitive topics like reproductive rights and online risks. Attitudes toward girls’ education and decision-making became more supportive, but traditional norms and stigma around adolescent sexual health remained. Behavior change was slower due to fear, stigma, and limited engagement opportunities.
At the community level (Kabataan Konek), knowledge of child rights and protection mechanisms increased, and attitudes toward gender equality improved, though child-led groups still reflected adult-centric thinking. Participation in advocacy grew but remained largely reactive.
Overall, the PUG Program has built a strong foundation, with clear gains in awareness and attitudes. However, translating these into consistent practice requires deeper, experiential learning and supportive environments. The study determined that the surrounding environment is the strongest predictor of behavior change, overriding demographics such as age or indigenous identity. Future efforts should strengthen adolescent leadership and reframe ASRHR through protective, rights-based approaches to reduce stigma and foster openness.
