This paper offers a practical guide to the developing, monitoring and evaluating practice in HIV/AIDS-related programmes for young people. The specific aims of this handbook are to: introduce the concepts which underlie the bulk of the M&E project; demonstrate how these are practically applied in HIV/AIDS projects; provide an overview of existing good practice in key sectoral areas; provide methods and procedures for monitoring and evaluating HIV/AIDS projects; and, encourage the use and adaptation of these methods. Based on the experience of projects around the world, the document seeks to help programme and project staff to understand the main concepts behind M&E, and how these can be applied to HIV/AIDS-related projects.
