Last in Line Last in School 2008, is an update of a previous report that highlighted the need for an international aid architecture that ensures long-term and sustainable aid for education during periods of conflict and emergency. The 2008 report does not show marked differences – still only 20% of the world´s education grants go to conflict-affected states – compared to donations made to the world´s medium or low-income countries, despite the fact that children who remain out of school live in countries where education plays a pivotal role for building peace and democracy. But there are signs that important stakeholders are paying attention to the situation of the children in conflict-affected fragile states, and the urgent need for donors to increase aid for education and achieve the goal of basic education for all by the year 2015.
