This report examines Lebanon’s post-conflict labor market and youth skills landscape amid deep economic instability and prolonged crisis. With the national currency losing over 95% of its value and informal employment exceeding 65% of the workforce, job security and income opportunities have sharply deteriorated. Commissioned under the Save the Children–led SUBUL consortium, the assessment maps employment dynamics and identifies inclusive pathways for youth, women, and persons with disabilities.
Using the ILO TREE methodology, Phase 1 combined desk research, surveys, interviews, and focus groups to identify priority economic sectors based on growth potential and inclusivity. Phase 2 conducted an in-depth skills and value chain analysis across three regions: Akkar, West and Central Bekaa, and Beirut–Mount Lebanon. Several findings also carry nationwide relevance.
The analysis highlights sectoral opportunities with the strongest employment and entrepreneurship potential — including agriculture and agro-processing, eco-tourism, manufacturing, the care and digital economies, and TVET services — while also identifying persistent systemic barriers. The report concludes with targeted recommendations to strengthen labor market access and support sustainable, inclusive livelihoods for Lebanon’s most vulnerable groups.
