Investing in Children’s Rights: Considerations on the scope of Article 4 of the Convention on the Rights of the Child regarding budgetary aspects aimed at guaranteeing children’s rights

This document gives an introduction to the basic concepts of human rights and the obligation of State Parties to respect these rights. It also summarises advances made relating to the UN Committee’s General Comment to Article 4 of the UN Convention on the Rights of the Child (UNCRC), and puts forward some proposals on the public budget allocations that should be considered as part of the obligations of States under Article 4.  The document also expands on the meaning of the General Comments of the UN Committee and how they should be understood in relation to the Convention.   Finally, the document provides information about the Optional Protocols to the Convention and the functions of the UN Committee.
