As the COVID-19 pandemic has led to restrictions on travel and movement, local actors are crucial in the response to the disease. Localization is therefore both a necessity and an opportunity for effectively meeting humanitarian needs and recovery efforts post COVID-19. 

This document provides guidance on how the international humanitarian community can adapt its delivery modalities in response to COVID-19 consistent with existing commitments on the localization of humanitarian action.
