Improving Learning Environments Together in Emergencies (ILET) Package 2.0

Introduction
Improving Learning Environment Together (ILET) 2.0 is participatory approach that brings together teachers, students, parents, and school/learning space leaders to improve the learning environment, guided by the principles of the Quality Learning Framework (QLF).

The main objectives are:
1. To develop and implement a School/Learning space Improvement Plan (SIP/LSIP) in a participatory way.
2. To promote meaningful child and community engagement to strengthen ownership and improve learning environments.
3. To ensure improvement plans are needs-driven, based on gaps identified by the education community, and supported by relevant programme activities.

Background and Evolution
The concept of a Quality Learning Environment was introduced in 2009 to create a common understanding of quality in education monitoring and programming across Save the Children. Over time, this evolved into the Quality Learning Framework (QLF) that conceptually describes quality education and defines five foundations essential for children’s wellbeing and learning: emotional and psychosocial protection, physical protection, teaching and learning, parents and community, and school/learning space leadership and management.

Building on this, the Improving Learning Environment Together (ILET) project (then called Quality Learning Environment in Education in Emergencies) was launched in 2016 to provide an adaptable, evidence-based approach for improving learning environments in crisis contexts based on the Quality Learning Environment monitoring tools. Supported by ECHO and the Norwegian Ministry of Foreign Affairs, ILET was tested through pilots in Greece, Northwest Syria, and Uganda, with the ultimate goal of ensuring access to safe, inclusive, and engaging learning spaces for children affected by emergencies. Over time, it evolved into an approach that uses this data for planning and implementation improvements at school/learning space level adaptable to all contexts. In 2025, with the closure of the Data Management Platform and changes in education programming, ILET resources were updated. ILET 2.0 Resource and Activity Pack builds on lessons from pilots, evaluations in three countries, and consultations across regions. It simplifies complex activities, updates guidance, and retains the core principle of child and community participation.
